The elections

Every 7 days the Nation's government is renewed. The government is the 6 players with the most Votes in that Nation: the one with the most Votes is the President and the rest fill the cabinet in Vote order. The window to vote on Laws is 24 hours. You need a cabinet of at least 4 (President, VP and two more): with fewer active players no government is elected — the Nation needs people. Abandoned (inactive) accounts don't join the government even if they have Votes.

The Vice President's vote counts ×2 in Congress; everyone else on the cabinet counts 1.

Congress: Laws and Executive Orders

From Congress the government passes measures that affect the whole Nation. There are two routes:

• Law: the President proposes it and the cabinet votes during the voting window. To pass it needs quorum (a majority of the summoned cabinet must vote) and more votes for than against; if too few take part, the Law dies. Up to 2 Laws can be active at once.
• Executive Order: the President signs it outright, no vote. Up to 1 Executive Order can be active at once.

Military measures: the heads-up

Measures that put the brakes on war (the Campaign Blackout cuts off attacks, the Stay-at-Home Order blocks pulling troops out, the Federal Holiday freezes them) don't take effect right away: they're telegraphed 12 hours in advance. Everyone finds out and can react before the gate flips on. When it kicks in, troops that were out march back home. Capital Controls (shutting the market) are economic, not military: they take effect instantly and aren't telegraphed.
